DOT Launches Multi-Use Corridor Program to Deploy Utilities Along Transportation Routes

The Department of Transportation introduced "America's Great Corridors of Commerce," a voluntary initiative enabling states and railroads to lease rights-of-way alongside highways and rail lines for electric transmission, fiber optic cables, water pipelines and other infrastructure. The program, administered through the Build America Bureau, accelerates utility deployment while reducing permitting timelines and property acquisition costs. State departments of transportation and railroads would engage private corridor managers to oversee design, development, operation and maintenance of the added infrastructure. Lease revenues would fund repairs and upgrades to roads, bridges, tunnels and rail lines. Transportation Secretary Sean Duffy announced the program on August 26, emphasizing that using existing transportation corridors instead of acquiring new land streamlines environmental reviews and lowers project costs. The department stressed the initiative relies on public-private partnerships with no additional taxpayer expense or impact to transportation safety.
