FleetCor, now operating as Corpay, and CEO Ronald Clarke agreed to a $100 million settlement resolving Federal Trade Commission claims of hidden billing practices. The FTC alleged the company imposed unauthorized fees totaling hundreds of millions while making false claims about fuel savings and fraud protections. Regulators found FleetCor delayed adding charges across multiple billing cycles to obscure costs and omitted fee disclosures from invoices, forcing customers to search separate reports. A 2023 federal court granted summary judgment to the FTC on every count, finding hidden charges and deceptive representations. An appeals court in 2026 upheld the judgment and permanent injunction barring unauthorized billing without informed consent and prohibiting deceptive fuel-card claims. The settlement channels the $100 million toward affected account holders.
