Port employers and the International Longshoremen's Association have agreed to a tentative labor contract extending through 2028, offering the prospect of a more predictable operating environment if ratified. The agreement succeeds the previous collective deal ratified in June 2023, more than a year after taking effect. The Halifax Employers Association, representing vessel operators, shipping lines and agents, negotiated with three ILA locals: Local 269 representing longshore workers, Local 1341 representing freight checkers, and Local 1825 representing maintenance personnel. PSA operates the primary container terminal, handling traffic for major carriers including CMA CGM, Mediterranean Shipping Co., Ocean Network Express and Atlantic Container Line, plus regional operators such as Eimskip and Tropical Shipping. The prior contract introduced terminal modernization provisions, improved attendance measures, and enhanced labor flexibility while addressing employee compensation and pension growth. The settlement arrives as the Canadian government develops new port legislation, positioning Halifax within broader discussions on the country's maritime competitiveness.
